The Homeless Leadership Coalition (HLC), Central Oregon’s Continuum of Care (CoC), has worked tirelessly to support a community-wide commitment to the goal of ending homelessness in Central Oregon, since 2011.

Continuums of Care (CoC) are designated by the US Department of Housing & Urban Development (HUD) to carry out the visioning and strategic planning to prevent and end homelessness in a region.

The goal of the Homeless Leadership Coalition is to prevent homelessness whenever possible and ensure periods of homelessness are brief, rare, and non-recurring. Through the HLC’s network of service providers, persons experiencing homelessness will be connected to services and housing options as quickly as possible via street outreach services and the Coordinated Entry System. Individuals, youth and families will be referred to available housing programs based on their unique needs, preferences and the available community resources.
